ANNUAL REPORT E-FILE SYSTEM (ARES)

Register with ARES in order to download our Excel templates and upload completed annual reports:

  1. Go to www.psc.state.wv.us/scripts/AnnualReportEFile/Default.cfm
    1. Click the Register link.
    2. Complete all of the fields and click Submit.
    3. A screen confirming that your request has been received and to look for an email to verify your email address will be displayed.
    4. Close our web site.
    5. IMPORTANT:  You are not registered until you receive our email and click on the link contained in it.
  2. When you receive our ‘Subscriber Email Registration’ email, click on the ‘Confirm Your Subscription’ link to complete the process.
  3. General Information: 
    1. You cannot register with us more than one time with the same email address.  If you need to modify the name or company information on an existing account, please contact us.
    2. Once you are registered with us, you may use that account to submit multiple annual reports, for multiple utilities, for multiple years

Request authorization to download templates / upload completed annual reports for a specific utility and year:

  1. Go to www.psc.state.wv.us/scripts/AnnualReportEFile/Default.cfm
    1. Enter your verified email address and password under Login and click the Login button to go to the E-File Main Menu.
      1. If you have forgotten your password, click the ‘Forgot Password’ link to have it emailed to you.
  2. To request authorization for a specific utility and year, click ‘Request Annual Report Authorization.’
    1. Select the utility.
      1. Click in the box.
      2. Start typing the name and you will scroll through an alphabetical list of official names.
      3. Be very sure that you have the correct utility, including whether it is water or sewer.
    2. Enter the year end date
      1. Click in the box and scroll through the calendar provided to select the date needed or type in the date, like 6/30/2013.
    3. Select the template type that you want to use.
      1. All types available for the year entered will appear on the list.
      2. Please be sure to select the appropriate type (Water or Sewer).
      3. You may complete an AB report for a Class C utility, but you cannot use a C report for a Class A utility.
    4. Click Submit.
      1. A confirmation screen will be displayed and an email will be sent to the PSC analyst who will review your information and notify you of the outcome.
    5. General Information
      1. You have to complete a separate authorization for each utility for every year.
      2. You cannot actually download a new spreadsheet or upload the annual report until your request is reviewed and approved.
      3. You can review your requests and their status using the ‘Review Annual Report Authorizations’ link on the E-File Main Menu.

Download an annual report template:  *

  1. Log in at www.psc.state.wv.us/scripts/AnnualReportEFile/Default.cfm
  2. Click Download Template/Submit Annual Report on the E-File Main Menu.
  3. Select a year to narrow down your list.  Click Submit.
  4. Find your utility and year end report date in the resulting list and click ‘Get Template’.
    1. A dialog box will open, asking whether to open or save.  Select Save File and click OK.
    2. Depending on how your browser is set up, you may be asked to indicate where the template is to be saved, or it may go directly to a default folder as defined on your computer.
    3. Rename the file and move it to your appropriate working folder to be completed.
    4. General Information
      1. If you do not see the utility and year that you are looking for, try searching again with no selection criteria.  If that still doesn’t work, try returning to the E-File Main Menu and searching under ‘Review Annual Report Authorizations’.
        1. ‘Download Template’ only shows you approved requests.
        2. ‘Review Authorizations’ shows all requests for authorization that you have submitted and their current status – Pending, Approved, or Denied.
    5. All templates with the same year, utility type, and class are exactly the same.  You can download it one time and then save multiple copies for your various utilities that use the same ‘2012 Water AB’ format.

Upload a completed annual report: *

  1. Log in to www.psc.state.wv.us/scripts/AnnualReportEFile/Default.cfm
  2. Click Download Template/Submit Annual Report on the E-File Main Menu.
  3. Select a year to narrow down your list (optional).  Click Submit.
  4. Find your utility and year end report in the resulting list and click ‘Submit Report’.
    1. Review the information displayed.  This gives you a last chance to verify that you have the correct utility, year, and report type.
    2. If prior versions of this annual report have been uploaded, a list of the dates and times will appear at this bottom.  This is provided for your reference.
    3. Click Browse and then navigate through Windows Explorer to select the completed report to upload.
    4. Click on the file and then click Open.  You will be back to the Upload Document page and your file path and name will appear in the Upload File box. 
      1. If this is not the correct file, simply click Browse and try again.
    5. Click Submit to send the file.
      1. If you are successful:
        1. An ‘Upload Successful’ screen will appear with your confirmation number and basic information.
        2. You will receive an automated email containing the same information.
        3. An email will be sent to the PSC analyst notifying them that the report has been uploaded.
        4. You are responsible for submitting additional documents, such as the original signature page, in a timely manner.
        5. The Annual Report is not considered officially filed until the PSC analyst has converted your report and done a basic review.
      2. If you are not successful, you will receive an error message.
        1. You may only send Excel files using this process.  It will tell you to go back and try again if you select any other type of file.
        2. There may be an issue with your internet connection.  Wait a few minutes and try again or contact your network administrator.

* You may need to have your network administrator give you rights to download from / upload to our web site.
